Technically the Red Panda does have a gang, but the public and police don’t know that
Tom Tomorrow is a man from the future who seems to be stuck in his past, that is, the Red Panda’s present. He is the only other person we know of who knows who Red Panda is.
The Justice Union has been brought up at least one other time besides this. They are sort of an analog of the Justice League.
